That slide got it a bit wrong. “Impervious cover” isn’t just buildings. https://permittingatx.com/residential/resources/glossary/impervious-cover
Maybe it’s just a huge parking lot with a coffee shack.

I hope that this link works, it is from the Wall Street Journal and they sometimes restrict viewing their articles.
Interesting story. I have been following his progress a bit since he left Tesla. He has some time to get it sorted out as we are probably about 12 to 15 years away from seeing the first EV batteries come up for recycling. If Tom what I can read the challenge is in the little batteries from hand held devices as they are less uniform and harder to mass disassemble and recycle.

I just think that if I made that statement as well as the hardware to accomplish it, I’d step up to do it on a clean sheet design building. Especially since they all have large plots of land for expansion.
Although I can’t say I followed your thought train in the above from what I can tell you are offering to step up and get it done. Elon is on twitter. Give him a shout and let him know you are ready to go. ![smile [emoticon]](http://www.coastresorts.com/sharedcontent/cfb/images/smile.gif) .
Economics people, economics.
Tesla GF got a very good deal from Nevada Energy that it's cheaper for them to draw from it than have a cash out and later depreciation cost that will hit their profit. and loss.
And yes, I am against all corporate welfare and subsidies. Why the heck is the oil industry still. getting billions in tax breaks? We can start with that!
Oil Companies get the same tax breaks (Deductions) any other manufacturing company gets. They also get to deduct the loss in value in the well each year which is basically depreciation.
Funny. . Google oil industry or fossil fuel industry subsidies. Pick your Source.
