We have a Cedar Creek 37' RDQS 5th wheel. The lamination underneath the cap has a couple of places that are sagging slightly. We have not had any leaks inside the RV. How difficult is this to repair and how expensive.

Do you mean the front cap? There were some years where heat from the sun was causing delam problems in that area. Or it could be leaking from a clearance light, etc. and that wouldn't necessarily show up on the inside.
Either way it has to be peeled back and re-glued.

OP is likely talking about the underside of the front overhang. Almost all of them sag, at least a little bit, after a few years; does't mean they're delaminating.
