I didn't see your first picture but that picture posting app is supposed to re-size all oversized pictures to the forum limit of 640x480px. Did that not happen to yours? You didn't need to put the width=400 statement in your URL. I am going to copy/paste your URL without the width statment into another post to see what size it is.

I tried using a picture on my iPhone camera roll. It worked great but this extra stuff came with it. Should I be deleting that stuff before posting?
Yes, you can edit out all that extra stuff. The only thing you need leave is the IMG statement, the URL, and the closing IMG statment. Anything in front of or after those two IMG statements is unecessary and is ignored by the forum software.
