We are planning an extended road trip with 4 other rigs and would like to spend some time touring around Maryland and also visiting Washington DC. We would like to be able to leave our rigs and do day tours. Two tours we are interested in taking have been called the Star-Spangled Banner Trail (Land of National Pride) and the other the Civil War (Land of Hallowed Ground) by the Maryland State Travel. We would like to find a campground(s) that would allow us close access looking at the map the Star-Spangled Banner Trail we would like to find a campground somewhere near Annapolis-Bladensburg, for the Civil War somewhere around Frederick or Burkittsville.
We also would like to tour Washington DC and would like to find a campground that is close to public transport or offers tours, we don't think driving in Washington DC would be something we would enjoy. So please give us some suggestions.

Cherry Hill Park (in College Park, MD) is the best place to find public transportation into DC. The Metro Bus parks right at the Office. You can buy tickets inside the CG office for the bus and subway and even some events. It isn't far from Annapolis, either. We've only driven through the KOA, but it has a 2-wk max stay.
Don't forget the VA Civil War Battlefields. We've also stayed in Gainesville, VA. It's next to Manassas, Bull Run Battlefield. Fredericksburg, VA isn't too far either, Spotsylvania Battlefield and has a nice CW Museum.

I've not stayed at a CG in DC (my sister lives there so we stay with her), but I've heard great things about Cherry HIll from everyone. Also if you can get to Gettysburg (90 mins north of the city) I recommend taking a full day there.

Do you want a campground or an RV park?
Near Cherry Hill Park is Greenbelt National Park.
Greenbriar State Park is near Burkittsville and Frederick.
Cunningham Falls State Park is between Gettysburg and Frederick.
Fort Frederick State Park is a bit further away but they have re-enactments frequently (French and Indian War).

There are several very good campgrounds around Gettysburg PA if you want places with hookups rather than the state parks near Frederick MD. We stayed at Drummer Boy last fall and it is an excellent place for families with lots of things for the kids to do. Gettysburg is ~40 minutes north of Frederick.

Thank you for the replies so far, Cherry Hill looks like our best bet for Washington DC, how is the Grey Line City Tour? We can probably be fine without hookups for a few days, but are the state parks big rig friendly? We have a couple of 40+ Class A's.

Check Patapsco State Park. They are not convenient to public transportation, but they do have some sites the bigger rigs will fit on and are cheaper then Cherry Hill. If you don't mind moving around some you could do a couple days at Cherry Hill, and then some time at other places.
During the week when there are not a lot of people there, you could also consider Ramblin Pines out near Woodbine (take a look at their website for the location).
Cunningham Falls does not have any sites big enough for your big rigs. North of Frederick, you will have to put in at Gettysburg. Lots to choose from there, and a great battlefield tour. You can easily spend two days there and not see it all. Several campgrounds there have advertisements for bus tours of DC that originate from Gettysburg.
There is one campground in Gettysburg that you can take a horseback tour of a small portion of the battlefield from.
