This is a link to a list of state laws regarding towing laws.
I found it quite odd that so many states allow passengers to ride in truck campers, travel trailers, and 5er's.
20 states allow 5th wheel passengers
10 states allow travel trailer passengers
46 states allow passengers in truck campers

Truck Camper used to be fairly common to have passengers in because of the days when the majority of pickups were regular cabs and that at best only provided 3 seats.
Wife has slept in the cabover more than once going down the road while doing an overnight haul.
There were even camper lines with forward facing seats in the cabover, Del-Rey was one brand.

I've seen an RV scattered on the highway in splinters later cleaned up with a loader and garbage bin.. I'll stay up front with the rest of my loved ones. (I kinda need to anyhow as I am the driver)
I find it interesting it's allowed at all in anything that is towable.. Truck camper is getting into a grey area in my mind (safety wise).

Aye, so have I, which is why I follow the rule "The small car in front of me is the crumple zone", swerving is when you roll in an RV, when it comes time for the big wreck, go in head first and let the steel do its job.

Don't know if they do it anymore, but the first truck camper I had in the 60's had a rubber gasket that went from the truck rear window into the camper and you could crawl over the back of the seat and into the camper.
Safe travels!

They're called a pass-thru boot and they're a heavy vinyl or rubber jacket on foam, similar to the seals they have on semi loading docks that create a water/air tight boot around the top and sides of a van trailer for unloading or loading and you can still get them, or the cheaper inflatable ones, but they're not really worth it for anyone other than small children as the windows on the camper and the truck cab aren't very big.

I find it odd that a State would consider where someone rides, as any of their business.

This was one of the reasons my parents bought a cabover camper when we moved from MA to CA in 65. Campers were legal in all 48 lower states for passengers. As someone else pointed out crew cabs were few and extended cabs had not been created yet.
For a 5th wheel you had to have voice communication between the people in the trailer and the driving compartment. We did this even though not required with walkie talkies.
Read a couple of times on here where someone rode in the 5th wheel to go a short ways to another campground or campsite. Realized that the trailer was not designed for people to ride in and now knew why stuff not fastened down good got thrown around. Shall we say suspensionsion was NOT set up for a nice plush ride!

Whether it's legal or not would be irrelevant to me ... I'd never allow anyone in my family to ride in any towable RV or a TC, regardless of tghe laws.
Common sense rules here ... lots of things might be technically legal, but that does not guarantee it's safe.

Joe, you hit the nail on the head. Let the steel do it's job. Around here, if you swerve to miss an idiot or a deer, most likely you hit a tree. They don't give. Back to the subject, I wouldn't ask a wet dog to ride in the camper. If we are that overcrowded, we are probably overloaded as well.
