I don't understand...

If I enter Mexico then leave, I can retain the FMM even though I may have turned in the car papers when I left. Up to 180 days the tourist card is valid with or without the car permit. From the FMM alone how would migracion know the status of a car permit? The car permit is valid as long as the FMM, but not the other way around.

Actually, you are supposed to turn in your FMM, even though there is still days (or months) left in your allotted 180 days. When you return to Mexico, they will issue you a new FMM which will reflect how many days you still have left. This allows you to make multiple trips within a years time and not have to take the full 180 days all at once.

If you don't turn it in, and show it when you go back to Mexico, they will berate you for not turning it in when you left, then they will cancel that FMM and issue you a new one. Plus they may charge you a fine for not turning the old one in. They could refuse to let you into the country, but I've never heard of that happening yet. So just smile and play dumb when you get caught with an old FMM.

It's my understanding that the year starts when you first cross. That way they don't have a gazillion tourists jamming up the banjercito trying to get a new FMM on Jan 1.
