Is the difference between "surge" and "electric" breaks simply a matter of installation? The electric breaks require the breaking device and wiring inside the MH and the surge does not. Otherwise, which one is better, the electric or surge?

In the other CLOSED thread I said DO NOT DO IT (use a brake buddy with a tow dolly)
Here is why.
If the rear brakes do activate on the car, it can and the dolly is not braking, the car can be pulled off the dolly and become a run-away.
I still think towing 4-down is best, and explained the options in the other thread.

Surge brakes are a hydraulic system just like your car. Electric brakes have electric solenoids that operate the brake shoes.
You can even find a few dolly's with disk brakes in a surge system.

Surge brakes are by far the best system for a dolly. The surge brake system applies proportional braking in direct response to the towing vehicle. It requires no electrical or wiring connections and is the simplest and least maintenance system available. Some will say that surge brakes can apply just going down hills. This is not true, the system has a override spring to prevent just such an occurrences.

I need help and advice on how to proceed with this issue. The dealer, after giving me the impression they would resolve the matter by getting me a tow dolly, has renegged and offered me $500 or trade the car in for a manual transmission vehicle, which I'm not crazy about, and I'm not certain what "trade in " means.
I called GM (Chevy) and have begun the complaint process. Can anyone share with me any documents or information concerning a "program or policy" GM had on resolving this issue. I saw something about $1500 offers towards a tow bar which is alot better than $500. Any help is appreciated.

You live in New York. New York has a very consumer orientated Attorney General office. Get them involved, file a complaint against the dealer and GM. Other than that it's time to start talking to a lawyer, and we all know how expensive that is.
