I can bring up the program from my Start menu. Then I select the 'pencil', choose the color---and then how do I draw on ,say, a Word document OR Notepad, etc. Sign me 'Stumped'. And thanks.

Basically, you can't directly notate text documents using a separate Paint program. You'd have to convert the document or parts thereof, into a graphic format and import into Paint.

If you are using MS Word you have some basic "drawing" capabilities. Paint was never designed for that level of work.
Here is a good PDF file that talks about using the Draw feature in MS Word. Click Here
Or a google search for "drawing in MS word" will give you about 10,500,000 results.

Yah, Paint is just for drawing in Paint. In addition to what 1492 said, you could create a jpeg (or similar) in Paint, then input that file into a Word document.
