Have you checked for DC output from the converter?
If yes, is it getting to the battery?
If no, is there 120 volts getting to the converter?

check battery voltage when not charging and charging.. voltage should increase when charging. if no voltmeter observe lights... do they get brighter when charging? that indicated charger working.
now check battery terminals and clean them. check water level.
watch voltage when chargeing... should go to 14.4 or so before it drops off.
what kind of charger / converter? what batteries?

Check all your wiring for loose or dirty connections, both AC to converter and converter DC to battery and ground lines. Since you now have all new equipment in theory only thing left is bad wiring. Bet you find a bad ground connection somewhere, probably battery to ground.
