Is it possible to program a weather alert radio to inform you of the weather in a different state? For example, if we are in Virginia, could we get weather reports and alerts for Pennsylvania?

Depending on your radio it is possible. Ours you can simply go to NOAA site and input whatever county codes you want and it will broadcast them. YMMV depending on the brand of radio you have....Dennis

NOAA county codes are available online Mine also gives choices of 6 i think NOAA frequencies.. or I can set mine to pick up Any NOAA broadcast regardless of county code,,,
No you couldn't pick up Pennsylvania from Virginia .. NOAA radio is a localized broadcast
I get northwestern California broadcasts in Nevada

No. There are only seven NWS frequencies, and each is shared by dozens of low-power transmitters all over the country. By design, the signal doesn't go very far, since it's only meant to be heard in the relatively small geographic area served by that particular transmitter.

Yes but not with a radio. 
I have a Weatherbug app on my phone that is set to zip codes for various locations. When there is a weather alert, my phone chirps and I can look and see the warning. It automatically displays our current location.

Really accurate for all locations.

the simple answer is...maybe. *if* your radio/antenna system is within range of a NWS transmitter that also *serves* the portion of pennsylvania you are interested in then yes you can. according to this map there are no NWS stations in PA that serve any part of VA. but if you look at the propogation map you'll see that the Frostburg, MD, NWS station can be heard in portions of northern VA but does not serve (warnings, forecasts, etc) those areas.
so if you're in extreme northern VA and want to hear alerts and forecasts for southern PA you could tune to the Hagerstown, MD NWS station. but that station only serves 4 PA counties (Adams, Bedford, Franklin and Fulton).
you're gonna find that there in some areas of the country you won't be able to hear the NWS station that serves the area you're in without using an external antenna mounted on the RV.

Just put in the area, and it will sound an alert when any weather event in active.

Each NWS office generates their own EAS/ Wx alerts specific to their service coverage area, they do not carry alerts that are out of it. IF you are in an area served by NWS, and that service area happens to cross the state line, then obviously yes. It's also possible and likely that adjacent NWS offices may carry the same or similar alerts or warnings only because they are tracking the same storm and/ or have overlapping coverage as is the case with SoakedKarma above. If for example, you are in Miami and trying to monitor Wx alerts in Raleigh, then it won't happen on a Weather Radio.

The answer is mixed.... Each NOAA broadcast tower has an "Area" this is different than the areas you program.. So if, like me, you often park say 3 miles from the state line. then yes, you can get alerts from at least part of the state next door. But if you are say 200 miles from said state line (As I am now).. Likely not.
The tower nearest me simply does not broadcast those alerts.
Thus here in Georgia, I can't get alerts for the Carolinas.. However when I move to Fair Play around the 1st of the year.. I won't be able to get alerts for where I'm parked now.. Pulled in Wed evening after choir practice.. First thing as I pulled in the park the blasted alert radio went off.. For some reason when I did the short, after dark, set up.. I kind of "Forgot" to put up my big Ham Radio antenna.. left it lying on the ground. (With lightening flashing all about transformed the night to day... Line from a song (It was a dark and stormy nigh by M Lacky) which happened, about an hour or two later that evening)
