I would say yes. Resale value, leveling and stability, if you ever need the truck you can pull the camper off with ease.

What Daveshan said. No electric jacks was a deal breaker for me as well. For re-sale alone I would pony up for them now.

With Happi Jaks, up is down and down is up, and with the time-out function, unless my wife is there to operate it, I do it manually. Not that hard. Would save my $$

No. In fact no jacks make sense if it's not coming off. (less weight means better gas mileage)
But if I was never going to take it off the truck, I'd buy a Class "C" instead. Cheaper, more room, you can use the toilet or get a drink without going outside... lots of advantages.
The truck camper only makes sense if you take it off now and then. And electric jacks only make sense if you put it on and off a lot, or you have a physical disability. The manual jacks are not that hard for the average person to use.

He may need 4X4 and the extra clearance for his activities.
I would get the jacks. When I had my big TC and couldn't get the truck quite level I could loosen the tie downs and fine tune with the jacks.
You may also discover how very nice it is to off load your TC at camp especially when staying several days. The TC is much nicer to get in and out on the ground plus your truck is free for other activities. You are not tied to camp.
I would also agree with the ease of resale. I would not even consider buying a larger TC without electric jacks.

YMMV.
My 18V Dewalt will raise and lower the jacks when no weight is on them so it is good for craking up and down when on the truck, but the second the full weight of the camper is on them, it locks up and I have to go manual.
To the OP, it seems as if you are going to mostly be on your truck, no need to go electric....unless you have a health condition or some other reason to spend the money.
my 18v bosch(new) lifts my hardside North* with the full weight of the camper on the jacks.

I like the truck for winter use in snow and rough roads.

Electic Jacks and built in generators are in the same category, ease of use. Just push da button! We use our jacks constantly, as we travel, to level and stablize, it's good for the fridge, for water going down the drain, as I setup the satellite, and the slideout. Think of it like a car without air conditioning, it's not important, unless your gonna sell it. We rarely remove our TC, but use the jacks alot for the above reasons, I say get the electric jacks, you won't regret it, if it's affordable
