There are 3 valves on the back of my water heater-(has a bypass)- One at the bottom (cold water inlet)- one at the top (hot water supply) and then the bypass valve in the center. Looks like the top valve for hot water is not working (stuck in closed position)- To get thru my next trip can I just remove that valve and use a piece of hose to get the hot water to flow? The valves are only for the winter bbypass correct?

Yes, that's correct. Make sure the repair hose is capable of handling the heat and pressure though. Depending on the fittings used, you might also be able to just unscrew the line to the valve, and unscrew the valve from the heater, and then directly screw the line fitting on the heater.

Yep.

The valves are just to isolate the HW tank while winterizing.

It might be just easy to get the right valve as get hose to fit; just a thought!!!

If you are saying check valve, not always. Some manufactures put them there to prevent hot and cold water mixing issues. I suspect if you have one at the cold and one at the hot the winterize may not be the only issue. Doubt they would spend money just for grins.
