Probably due to scale buildup around the heating element. This can happen when you are connected to a source of hard water, relatively quick buildup, or normal water with a long term buildup.
You could try flushing the water heater. Bypass the water heater, turn it off and let it cool, remove the drain plug. After it has finished draining put water to it and let it flush out the drain.
Bet you get some white scale out of the drain. I do this every year when I winterize.
