just purchased a 2004 jayco eagle...it doesn't have leaf springs under it....is it a torsion bar suspension?
if it is, does it need any maintenance?

It most likely is a rubber torsion axle. The only maintenance required is standard bearing repack and brake adjustment (if it has brakes).

Look at the dexter web site and you can see what the axle looks like (www.dexteraxle.com).
