I just bought a 2000 Bounder 34d and it didn't come with any manuals either.
The first picture matches a switch on mine labeled "Clearance Lights" located in the same place. The switch is a rocker switch but does not go all the way over and pops back. I have not confirmed what it does.

The other switch on your panel (if the same as mine) seemed to control the "map" lights which also had another switch on them??
I can't confirm this as my MH is in the shop getting it first service and new tires this week.

The manual I bought from Fleetwood does not show any dash switches or house switches and in fact the manual was not worth the ten bucks they charge as it refers everything to the Owners Information Manual which is not available from them.
Update - They do show the panel, but only refer to it as what it is labled - no further information.

Maybe the chassis manual will help?

Update - just checked the chassis manual (online version) and they only talk about the vehicle dash - nothing coach related.

If you find out for sure, please let me know.
