Have you check the position of the water heater bypass valve?

Fixed it. Nothing more than a clogged elbow as it came out of the heater before the cold water bypass valve.

Forgot to warn to be sure and turn off water , unhook from city water or turn off pump and then release pressure in hot tank with press relief valve and drain some water out before unhooking any water line. sorry fred

This is your problem.
There are check-valves on both the "IN" and the "OUT" lines on the water heater that are part of the Swan winterizing kit that Lance uses. One of those valves is either stuck closed or clogged. The valves can be cleaned if you're careful, or just replaced. The check-valves are what allows you to bypass the water heater with just one manual valve.
