I cannot get any DC voltage coming out of the lower board going up to the eyebrow. I have replaced the lower board and still have AC voltage coming in to the lower but not DC voltage coming out, is it possible the new lower board is bad.

It is not likely, but certainly possible. What kind of board did you install?
Assuming you are certain that you have 12v and 120v going to the board and that you don't have a bad fuse on the board. Make sure you check for incoming voltage where it attaches to the board, not at the outlet or etc...
I have seen shorts from other components cause problems with the board. The first thing I would try is to disconnect the two leads for the electric element from the lower board. Then check your voltage coming out of the board.

Make sure you had the wiring harness unplugged when you checked voltage coming out of the board as well.

Are you checking the 12 volt power on the board itself, or the terminal block?
Test it after the 12 volt fuse on the board with the switch turned on.
There are recall installed parts that can fail and cut power to the board.

Fuses are good. I have 120v coming in to the board from the line cord.I do have the recall kit installed and I think that is when the problem may have started. I removed the red lead on the kit and ran it direct and it still did not work. I made sure the wiring harness was unplugged when I checked the voltage out of the board. The new board was the same type that was in there except the numbers and letters were different Ts not Js that are on the old board. I was told to hook it up in the same order that was on the old board.I thought new board may be bad. Seller said not likely to change eyebrow board and see if that helps.

Changing the eyebrow will be a waste if you have no 12v coming out of the lower board. Check for 12v going into the lower board right where the red wire plugs into the board, that will assure your recall kit is good.
Did you unplug the 120v heating element wires from the board and then check the lower board? I have seen where the element is shorted and throwing off measurements back at the lower board.
Is there a possibility that you don't have the new board wired correctly?
For future board replacements, I recommend you use a Dinosaur Board. They don't cost more and are of better quality. That is just a side note however, if you got a new Dometic board, you should not be having any problems providing it is the correct one.

I had the same problem with mine and it turned out to be the little 3amp fuse. Only cost about a dollar.

Troubleshooting Basically, troubleshooting the main circuit board entails a knowledge of what should happen when and testing the input and output of the various connections on the board. If you suspect a communication problem between the main board and the eyebrow board, you can check the voltages at plug P1. If you suspect a cable problem between the two, you can check for voltages at P1 and at the eyebrow. Twelve volt goes to the eyebrow from P1, pin 4 and returns through pins 1 and 3 in P1 when the eyebrow switch is depressed to the "On" position. Knowing this and making corresponding tests at the eyebrow would test the cable between them. There is no test for the brown wire (pin 6, communication link). However, from experience, the eyebrow boards seldom fail. In a toss up, go for the lower, main board.

2 things.
1. A few years ago, Dometic actually had the 6 wire plug ON the control board miswired. You had to use another board. But, IF both the original board and the replacement you purchased do the same thing, then that is highly unlikely.
2. Since you seem to NOT want to verify the voltages AT the eyebrow, PULL THE REFER AND CHECK THE WIRE FROM THE BOARD TO THE TOP OF THE REFER. You will probably see it is cut/damaged. You could verify that by doing the voltage readings at the eyebrow, but you seem to NOT want to do that. Doug
