We have a aircard plugged into a router because we use multiple computers. The router and aircard are turned on in the AM and shutdown late in the evening. The connection stays on all the while the router is powered up. We have a 5GB data plan and we normally use 3GB a month. The companys (Verizon) only tally is data transmitted or received not connect time.

We have a Verizon air plugged into a Cradle Point router that is on 27/7 and as long as the green light on the card is not flashing we are not using air time, have not got close to the 5 GB limit in 1 and 1/2 years of use.
We use the card at home and while camping

I also have a VZ aircard in a Cradlepoint 24/7.
I HAVE blown through the 5G limit and regularly come close to it.
BUT... it had nothing to do with the card being on. Data usage is driven be actual use, not any keep-alives or other signaling.
...and to the OP - just being powered does not activate, authenticate, connect and run the card.

We use a cradlepoint router as well with 2 aircards plugged in 24x7. Unless the computers that are attached are downloading or surfing there is no significant excess usage. We use 2 aircards as between the 2 of us and the business we run we use about 8-9 Gb/month.

Well it's been about 2 weeks since my brother got his air-card and I think the gee-whiz effect has already passed. seems there isn't a good location downstairs for the laptop and his bad back prevents him from going up and down the stairs more than once a day.
I tried to have him wait for me before buying the air-card he went on his own and has a 2 year contract instead of a month to month plan.
he said that they told him he had 3 days to cancel but that has come and gone.
I wanted to try copper dial-up before getting the air card just for this reason.
it's not like he can't afford the $60 a month It's just a waste of $720 a year if he doesn't use it.

The data that is transfered when the aircard is not in use is minimal, it will not add significantly to your usage.
We use a Cradlepoint 24/7, and have for several years and rarely exceeded 5Gb.
You might try one of the Cradlepoint routers upstairs, if the signal is strong there, so you could use the computer downstairs.
Also, if that isn't an option, he should have 30 days to return the aircard not just 3 !

I second the suggestion to consider a router that gives you a WiFi capability if your brother is using a computer with a wifi capability. It may take some positioning trial & error on the second floor, but it should be doable even if you have to use an antenna on the computer to pick up the signal.

What about those who use a cradelpoint router, do they leave it on or off?
I have a cradelpoint router. When we are using the motor home I leave it on all the time. Our iPhones work much better using the caradelpoint router over Verizon then they do over the AT&T 3G network at some places we travel to. In fact most of the time we don't get a 3G signal at the state parks we frequent. But we pretty much get a Verizon 3G signal most everywhere we travel.

I think my brother has to be in the mood to use his laptop.
he has called me the last two days with a question and when I told him what steps he was leaving out he was happy.
at least he's trying.
