Big Red, Being a former Building Code Enforcement Officer in a past life, you must define structure. That you must ask your city to do. If they follow the UBC then you may be able to do what you desire. The issue is it may need to be called portable, temporary, or have no sides like a carport!
You should ask what is the required PL clearance for a carport, roof only. And does it need to be attached to the original structure? Don't give up!
If you are allowed temporary or portable then you can install footings and have the legs pinned to the footings for removal...all thses little things are ways to meet the codes.
Also you should ask that if an inspector could come out and "view and advise" as to what you can do...it always was a better deal than speaking with the counter as they hold the line and inspectors make things work for the most part! If you get a good answer from the inspector...have him/her sign a copy of a note to take in for permits or find out how they handle that! Inspectors are usually nice and helpful, I was! Most of the time except for the A..Holes who tried everything to get by the codes. JERKS!!
Don't give up! As a last resort put in the drive and get signed off and then install a temp structure and see if anyone complains! "Do it and ask for forgiveness later!". Capt PJ

I emailed them and asked what's up!!!!
They are the company that sells carports that you see on the side of the road all over the place.... $875 for a basic 12X20X9 carport.
If they are not responsive here is company I dealt with to get a patio carport....I got a 18X20X10 for $1200 including tax and shipping to the nearest Fedex Depot...
