You nailed it . States are not in the reservation business so they contract out this service to someone who is. I not a big fan of privatizing government but, It does not seem practical for states to create and manage large reservation systems when there are companies that provide this service.
As to the OP, looks like RA charges $3.00 to log your transaction into the master system. Otherwise the master system would be unaware that your campsite is being used. The master system would then think your site is available and try to book it to someone else. That someone else would show up looking to stay in your site. I'm sure it has happened

We ended up paying $19 for the first night and $16 for the following nights. Yes, much better than KOA prices which we try to avoid - quite successfully!

I think most of us would feel better just paying the total price and not knowing how the charges are broken down. Just like the "shop fee" at the local mechanics, the first time I saw the $5 charge for use of shop rags, I blew another gasket.

I had a new experience yesterday in making a reservation through Reserve America for CO state park through the system. They wanted to charge me $10.00 additional for making the reservations done on the internet.
When I called the state park, I was told that it is a change for the reservation, either through the internet or by phone, for the privilege of making a reservation in place of first come.
Needless to say, I told them I would take my chances.
Have not tried other states so don't know if all states that use "Reserve America" as their booking agent have the same charges.
Between the additional charges at National Campgrounds and now State parks, I think they are both discourging camping. Personal opinion of course.

With the SP all switching to Reserve America it IS kind of a circle jerk. I was "standing at the counter" at a FL state park. I asked if they had any sites open? They know if they, do but I was told I had to leave and go call or go on the internet to find out as they could no longer tell you. Sooooo.....does this mean no drive ups to SP when you are traveling? Thought that was the point of having State Parks available for camping.

According to some of the rangers we have visited with at state parks, the state capital really does not like to have unhappy campers, so it seems to me if we let the appropriate people know how we feel, then things might possibly change. So, call or write the governor or representatives and give them an ear full!

For what it is worth, the LA state parks honor the Senior Pass and give 1/2 off the daily rate.
