I suspect that the elected ones have found out that visitors to rest stops are mostly (not all) out of staters thus do not vote. Of course we pay taxes when ever we buy something.
The real answer to this is that every time you stop to use a bathroom or whatever, make a point of saying, "we aren't going to buy anything until they open the rest stops". Of course, every state is closing rest stops, so that probably won't work.

Our 5er has a functioning toilet and we use exits (and there are lots of non commercial ones out in this part of the country) to stop and use it. We all like a break and we can walk the dog as well.
I, too, am disappointed in the way things are happening all over. But there are exits - both commercial and non commercial - that can be used.
Like ReadyToGo said, it ain't just AZ. And it ain't the U S that we came to love so well.

Just an update. Yesterday we drove from So. Cal. to Phoenix and in AZ 2 of the 3 rest areas were closed. The one that was open was the larger of the 3.

Just came over to Yuma via Casa Grande and a major rest area was open. As was a parking area you can pull in to.
