I guess I've been gone from CA for too long. When I transferred from San Diego to Guam in '92, there wasn't any such law that I knew of. I fished off my sailboat sitting at the dock sometimes, or right off the dock, never had to wear my license around my neck.

Well, that's an interesting law! Here in Wisconsin, we just have to carry our fishing license with us and have it available if the DNR stops us and asks for it. We can now order them on-line (for a few years now) and can print out as many copies as we want, so I have one in my wallet, one in the tackle box, one in my truck, and one in the boat. At least that way, I know I always have one with me when I'm fishing.
As far as I know, the only license you have to have "in plain view" is the deer hunting license. That license has to be visible from the BACK, so it's placed in a special holder with a HUGE safety pin on it and pinned onto the back of your blaze orange. Now mind you, the license is about 10 inches long and usually a neon green, so it's easily seen, and of course, the hunters are wearing blaze orange, which can be seen for miles.
Anyway, it just seems odd that you'd have to have your fishing license visible on your person when fishing . . .

if you think it was a good idea then maybe a law could be passed to display your drivers license on your truck that way the cops can devote there time to people who do nor have a license or even better for people who have had a accident they should post the type of object they hit like fighter pilots who displayed a enemy flag for each enemy plane he shot down or bombs he dropped

Around here, folks like driving without insurance. Yes, it's illegal, but that doesn't seem to phase folks.
