Is this something that just started after having worked, or is it a new install? What o/s, and what are you using for a firewall?
Most common smtp issue is having one little oopsie in the setup make sure your smtp info is exactly correct. If you have an email client which does work, copy the settings exactly to T-bird's set up.
If you're using a firewall that blocks outgong, make sure it's set to allow T-bird ot access the internet.
Make sure your service uses the port T-bird is looking for, usually it will be 25, which it T-bird's default. Make sure that the authentication setting is correct for your server.

'Can't send' covers a broad range of potential problems. It would be really helpful to see the error message you receive.

Have had WowWay for thee months. problem has been going on for a month.
Settings have been checked. Using XP and Windows Security Center firewall.
Message says
"Sending message failed.
The message could not be sent because connecting to SMTP server smtp.mail.wowway.com failed. The server may be unavailable or is refusing smtp connections. Please verify that your smtp server setting is correct and try again, or else contact your network administrator"
Have tried "renew", "release" and "flush" commands.
Support is lost.

Are you actually connected to the wowway network or are you using another ISP? You might try using their off-network smtp server smtpauth.mail.wowway.com and see if you can connect.
On edit - if you do try using the smtpauth.mail.com server you should probably also try ports 587 and /or 465.
