I've dry-camped on the streets of DC, but mostly while visiting relatives who could provide a parking permit. You can spend the weekend parked on major roads where the parking meters aren't in effect on the weekend such as Michigan Ave near the Brookland station.
Have you seen these blogs by guys who live in their Class C's? One is retired, the other works from his rig (but never has to go into DC). You can venture pretty far from DC for your everyday living, depending on how often you have to head into town. Perhaps one of the State parks would be suitable.

And photos of a LD that was broadsided by an 18-wheeler which merely embedded itself in the kitchen. Not pretty! as noted above, but also the driver and passenger walked away. The rear window didn't even break.
