I've had them fax over the title and it looks like the only names on the title are the people that they bought it from. Would the need to sign it over to me?

Here in WV they would be required to acquire a title in their name, not the people they bought it from. What if the people they bought it from are gone?
Make sure its in their name. If it says Bill and Sue, they both have to sign. If it says Bill or Sue, either can sign. That "clear" title would then be transferable to you.
That might be a problem. Some state's titles have lines for another buyer. Better check things out before money changes hands.

Other Things to Remember About Titles
Do not buy a vehicle from an individual unless the seller has the title to the vehicle in their name and can give it to you at the time of sale.

When I was a newbie, I counted on the dealer to equip my TV with the proper hitch. I also counted on them to set it up correctly. I was a newb at WD and sway control but had pulled many other types of trailers.
I got lucky and they sold a quality hitch to me. However, the tech didn't set it up right. I got educated real quick.
I don't think it should be expected of the customer to sit down and read the owner's manuals BEFORE PURCHACE. Come on, who are we kidding? There are some things you can expect of the pros. We all can't be experts at everything. If that is expected, nobody would buy anything.

Yes, use the planks. I cut one to fit just between the tires (two axels). Place one in front, one between and pull up on both.

I just walk back and forth a few times.
I look at the ground and judge distance back and right/left.
Then, I look out my open door as I prepare to back up and pick a point the exact distances on the ground. I back until that spot is right below me and go take a look.
I can usually get lined up in less than four trips back to check.

What are you going to do, give him the broken parts back and you use the ones that work?
If a written agreement didn't specify how or where the repairs were to be made, you got to give him a chance. Looks like you'll have to drive the 40, 60 or 80 miles to his place.
Or, if you don't want to deliver the RV for repairs, send him the rest of his money and fix it yourself.
Sorry, lesson learned. Do not buy something that's broken.

Make sure you tell them you want the fine print. I'll never deal with them again.
Same as you GM free with purchase expired, and I called them for a good rate. They gave me the promo yearly rate (Ithink $79 in 2009). I gave them my CC#. One year later, they rung me up for $200+ without calling or anything in writing. They said it was in the terms and conditions that I agreed to. I told them BS. Nothing said or mailed to me with those terms. Had Visa cancel the charges and they had the nerve to send me a paper bill in the mail.
I'll listen to AM radio out of one speaker before I give them another dime of my money.

The head (power jack) can be rotated 90 degrees. That's what I head to do with mine. I found out how to do on RV Net.
It was quite easy. I'll search my posts and try to find it for you.

I agree that you are just at the limits maybe over some/one or maybe none. I also agree that I wouldn't trade the truck or trailer, either.
I would get good weights and use them to determine what might be capable of upgrading and what may break first.
Example: you may be exceeding the tire's weight limits. That's an easy fix without losing your shirt. You could upgrade to LT (if running Ps). Rotate the Ps back on during the winter when you're not pulling the TT. You're not really out anything, but in a more safe situation.
You might find that the only bad number is the tongue weight. Maybe rear axle. The point is, you don't know until you get to the scales. They will tell you where you can adjust and where you should be more attentive.
Maybe the scales will tell you to go ahead and keep doing towing just as you have been, and you will have a little more peace of mind.

Its either perpetual construction or potholes, take your pick.
We drove I-68 this weekend and very little construction. The road was in great shape.

For those interested in West Virginia's law, this is from Chapter 20 in the definitions section:
"Fishing" or "to fish" means the taking, by any means, of fish, minnows, frogs or other amphibians, aquatic turtles and other forms of aquatic life used as fish bait.
"Take" means to hunt, shoot, pursue, lure, kill, destroy, catch, capture, keep in captivity, gig, spear, trap, ensnare, wound or injure any wildlife, or attempt to do so: Provided, That the definition of "take" does not include an officially sanctioned and properly licensed field trial, water race or wild hunt as long as that field trial is not a shoot-to-retrieve field trial.
So, the key is "attempt to do so." That is what the officer issuing the citation would have to prove.

The problem with the "give me the license free" argument is that the very people you rely on to ensure the resource is protected get none of the tax money you claim will increase. Taxes aren't squat when it comes to fish and game agencies. License revenue supports them not the tax you pay on your restaurant bill. The local restauranteur isn't going to cut the fish and game department a check for the wonderful meal you just bought from him. That restauranteur/gas station owner is already paying enough taxes that get gobbled up by the general revenue/highway fund. Fish and game departments rely on that license money. There is only one way to support a state's fish and game agency and that's BUY A LICENSE. It's still one of the cheapest form of entertainment out there --even at non-resident rates. In WV, fifty bucks for a whole year or 16 bucks for a one-day license. ($3 dollars for each additional day once you've bought the conservation/LE stamp($13)).

In WV all kids 14 and under (resident and non-resident) fish for free.
It is also illegal to be in possession of fishing paraphernalia on or about the waters of the state unless you have a license. So, take care to make sure that your kids handle the fishing equipment.
Personally, I wouldn't write a ticket to someone unless I saw them, at the least, reeling in a line. (former warden) The way I figure it, if you're reeling it in, who's fish is it if one bites?
I watched many fathers/mothers cast for a little one and never bothered them a bit.
I've also seen fathers and mothers use the kids to avoid buying the license. (What are they teaching their kids?) I even wrote a ticket to a non-resident mother on Mother's Day. She was fishing on a recently stocked trout stream with her husband (properly licensed) and two kids. (both of which didn't have or need a license.)
Call me a hard-nosed if you want, but somebody has to pay, and the non-hunters and non-anglers sure as heck aren't forking over the dough.
Another option you might try is a private pay lake. We have them here. They might have them where you are camping. They are not considered state waters and you pay the owner to fish. They are usually well-stocked (think fish in a barrel) but you pay a premium for that. I think they are the best way to introduce a young one to fishing.

Are you over the miles for warranty?
I would think Ford would engineer that light to hold up to wet snow? Aren't they supposed to be, "Ford tough?"
I'd try a warranty claim first.
Sounds like a defect in design, workmanship or installation.
