I am looking for a recommendation on a campground (Elec/Water req'd) in Southern Colorado or Northern NM that will be reasonable cool temperature during Late June, Early July - as we are travelling from Austin. Altitude above 7000 would probably help the temperature.
WE'd like a campground recommendation that would be on a mountain river that we could tube, swim/wade, or use our inflatable kayak - but not too dangerous for teens.
Fishing for trout with spinners and casting rods would be great also.
Sewer hooks are a plus!

Take a look at the RV parks along the Arkansas River between Salida and Canon City. You should also check out RV parks in the Durango and Pagosa Springs area along the Animas and San Juan rivers.

IDman has some good suggestions. The Arkansas River has a variety of ratings along its stretch between Leadville and Salida. Check out their webpage for additional information. We never stay with HU, so do a search here on Salida, Buena Vista, and Leadville for suggestions. There's lots to do in the area, including a variety of lakes and streams to fish.
Durango also has some good stretches along the Animas. From Durango, you can also take the Durango to Silverton Narrow Gauge RR, a great time for adults and kids alike. You can also visit Mesa Verde NP and day trip to Silverton. Lots of 4x4 from easy to extreme in this area.
Another possibility is Pagosa Springs. The San Juan River right through town (and right past the Hot Springs) is popular with tubers of all ages.

We love Durango, should have somehting in the area that would meet most of your requirements. We stayed at Durango RV Resort the river runs right beside the park and you could reserve a spot next to the river. Its a private campground and thought it was nice will stay there again. The river was low last year but if you do not mind driving a little I am sure you could fine what you are looking for in that area.

Another vote for Pagosa Springs and the San Juan River - tubing, kayaking, fishing and then relaxing in the springs!!
