What's to keep them from coming back under a different name? Their IP (internet provider) address can be recorded. As long as they don't have an IP roller program, or connect via different IP's, their true identity can be known by the forum administrators who have access to their IP information.

Not always true, unless it is a static ip, it can change often. My Comcast ip changes all the time, and what about members sharing an ip, like at work, etc. What if they post from Starbucks, Safeways, etc. Administration is not going to ban a member unless they know for 100% they have the right member. I'm just saying its not as easy as you think.

FWIW, most large forums that I visit have another nice rule:
"Any thread that questions why another thread was locked is automatically locked"
To the mods here, it is a thankless job. I personally thank you.
I prefer the "tighter reins" approach to moderation, as there are a few forums I go to that have practically no moderation. The threads quickly turn into a free-for-all, and make it almost impossible to mine any useful info out of them.

They DO all the time! 
AND.....
back in the day when I joined you couldn't come back with another thread about the same thread that was locked down. And most certainly you couldn't put it back on in another forum or....come back with a thread of oh poor you WHY did my thread get closed? All which now are seen ad nauseum daily on the new posts lists. 
It gets closed, let it die for cry'n out loud and move on.
