I don't know why the plow package would have 2 batteries, so I'll say it's likely the camper package. GM used to put 2 batteries in trucks with the camper package in the 70's and 80's.
I have the second battery tray in mine also (2004 gas). Is is an option for a camper. It included battery, relay, and some wiring.

A second battery in the tow vehicle makes sense for running loads in the trailer. When you leave the campsite to go to a trailhead or to go shopping, the battery would be getting charged by the alternator. If one was frugal with electricity, one could get by without a generator.
I don't own an RV, I am just trying to sort this out. Do trailers have 12 Volt DC lighting or 120 Volt AC lighting? How about the water pump?

RV's use 12vdc for the lights and water pump, also for the fridge control, fridge when in 12vdc mode, furnace blower motor and thermostat, tank level sensors, smoke/CO detector, vent fans, electric jacks, stereo, tv, brake/tail/turn/marker lights, electric trailer brakes, and a few other things.
Things that run on 110vac are the 110vac to 12vdc converter, air conditioner, microwave, fridge when in 110vac mode, coffee maker or anything you have plugged into the 110vac outlet.
