Get a NOA radio from Radio Shack. Or you can also get the weather radios that are portable that you can program NOA stations and zip codes into and they will sound an alarm. We find that the plain NOA radios from Radio Shack work quite well and won't be as hard on batteries.

If you have an iPhone, down load an application(free) called Wind Alert

We use the midland WR300 weather alert radio in our home for weather alerts. They also have some portable weather radios. Try the below web site. These radios turn on automatically and announce alerts. You can program in just the alerts you want to hear i.e. alerts you are concerned about at the time and area that you may be in. Once a week NOAA tests the radio so you can hear if it is operating properly.

For the iPhone, there is an app called imap Weather Radio, just under $10, that will send you a text message and a voice call over the phone. Some of the earlier versions had some problems with crashing but the app site claims that has been fixed with the latest version. The iMap program is available at the itunes app store. I haven't personally tried this one yet but may add it for summer travels through Tornado Alley.

Are your referring to a smartphone? Android or iPhone? On the Android I am using an app from the Market...Raindar. Live radar, but I would have to check on the alarm ability. Great program for watching live radar as you travel down the highway.

I have an Iphone4 with a weather radio app by imap that gives you alerts at what ever location you set or at your current location while traveling. You can set your alerts for wind, flood warnings, tornadoes, hurricanes or whatever alert you may be interested in. It will send the alerts to your phone whenever they are issued by the National Weather Service.
I also have the Weather Channel app if I want to check forecast, etc. They both work very well. Both apps were free.
