I am in Playa del Carmen and was riding my scooter the other day and a motorcycle cop pulled me over and wanted to see my plate. Iam from MI and all we have there is a strip of paper that sticks to the bike. It is 49 cc. I showed him the registration and the # on the paper on the bike and everything was good. We had a good talk in my broken spanish and his broken english. I ride around Playa all the time. Have been doing that for 2 months with no problems.

Up to 499 cc without a separate permit.

Motor vehicles need to be licensed to go on streets or highways. Everything that does so needs a license plate.

Transitos can not confiscate a motor bike unless overwhelming evidence suggests it is stolen or has been used in the commission of a crime.

Your TIP is official Mexican permission for you to possess that motor bike in Mexico.

I just bought a Canadian Tire Dirt Bug from a mate here in Mexico.
What are the municipals going to do when they see me coming down the calle on it. Of course I will be wearing a bike helmet!!

That's what this whole topic has been about.
I believe the conclusion of the responses was that if you drive in any road you require a licence plate and registration, if it is street legal. It does not require a TIP if it is under 500 cc.

My Dirt Bug has a 4 stroke lawn mower engine! How do i get the CCs.
I am MH and tow car so no trailer plate- so what do i do to be legal in mexico? I know it is off road NOB!

By permit do you mean a license plate? I know for sure that motorcycles & quads that are under 500 cc are listed on the vehicle TIP.

And license plates are only required when you are on the road.

Been observing scooters & motorcycles for the last few days (mexican ones) most have plates, some do not.

I think some may be confusing Aduana regulations with Traffic regulations. I am sure that each state will have their own regulations as to license plates. Here is some info on importing motos. Nothing about engine size in these regs. I have also included a link to the manual for importation of vehicles. It has been updated to 2011 but I don't think it includes the deposit regulation. If you want to know if you can drive a moto without a plate then a trip to the loal transito office is required. But even then some areas ignore the plate requirement while others use it as an excuse to apply multas or mordida. I don't think one would get very far drivinf an unlicensed Quad on the streets of Guad but would be no problem in a beach town.

ON EDIT: If I understand this correctly if your moto is designed to operate on the road then it needs a seperate TIP. If it towed ar carried in a truck or trailer then it is attached to the vehicle TIP. Of course I doubt any Aduanero is aware of this regulation.

Para importar motocicletas, trimotos, cuadrimotos, motos
acuáticas o carros de recreo, siempre y cuando no hayan
sido concebidos, destinados y fabricados de modo evidente
para circular en carreteras federales o estatales hasta por un
máximo de tres unidades, debe acreditarse la propiedad de
las unidades remolcadas o transportadas, y registrarlas en el
permiso de importación temporal del automóvil
