let get this straight, in Quartszite Az to boon dock on BLM land out side of town, you have to get a permit or is it you have to pay for a permit. I'm a little confused with some of the posts I read lately. I have never camped down there and i was just wondering. I thought all you had to do was show up and find a place to park. and the honey truck comes around once a week.

There are a few different types of permits. On BLM land it is necessary to secure a permit at no fee to camp. On the LTVA BLM land (Long Term Visitors Area) it is necessary to purchase a 14 day permit ($40) or a season permit ($180). For this, you can access free water, dump and trash services. What you are asking about is the La Posa Long Term Visitor Area.

For free BLM the easiest place to find is the area along the interstate on the east side of Quartzsite. You can park as far away from the interstate noise as you want. Alledged to be a two week free stay but there are some pretty long term RVers who park there. There is absolutely no water or dump available there.

If one were interested in getting the long-term permit for La Posa, how early in the year would one need to be there to get one?

They don't sell out of them. If you read the regs, they give the time period during which it is valid. It is around a 7 month period.
On edit: September 15 through April 15. There is 11,400 acres there, and no designated sites. You setup where you can. So you just go to the area, get your permit, and go set up. According to the web page for the La Posa LTVA permits can be obtained at:

Honey wagon goes around all of the time, if you happen to be where he is. Otherwise it is a on call situation.
The LTVA had a kiosk south of town that sold the permits.
This MAY get more action if it were posted in the Boondock section, kinda like HERE

Generally, free boondocking on BLM lands is for limited periods of time. What is going on at Quartzite for a fee is a Long Term Visitor Area where you can squat for an extended period of time, i.e. all winter.
If you are looking for a honeywagon, that would be in a LTVA. For short term boondocking in more dispersed sites, I wouldn't expect utility service providers to come looking for me.
