The Ultimate US Public Campground Project will show you over 15,800 public campgrounds in the Lower 48 - federal (USFS, COE, NPS, FWS, USBR), state, county and municipal camping facilities. Texas has lots of them - at least 656.

Texas is the one state that has such a list.
Texas publishes a public campgrounds brochure listing the Federal, state, county and municipal facilities. I pick up a copy, or check for a new edition, when I stop at a Texas visitor center. I've not found an equivalent for any other state.
I don't know of an online version.

An earlier reply mentioned TravelTex.com. On its campground page is a list which is the same as the printed brochure and contains the same info on each campground.
