We are in Michigan and have AT&T for phone service, and have DSL through them. With that said, this past fall, we had a problem with being on line with our computer. My wife handled that and she felt that the person she talked to was an American.
Then a few weeks latter we had a problem with the phone line, it's the same wires used for DSL, I called in to get this fixed. I talked to several people and they all seemed to be Americans. I wear hearing aids and have problems hearing on a phone so I use a speaker phone, of the several people I talked to I had a little trouble under standing only one of them, but that was my problem.
I think because of cell phones the land line phone companies are trying harder to please.

We use Millenicom, which is totally supported within North America, no Peggy customer service, and is way cheaper than the majors, yet uses their infrastructure. Couldn't be happier since I left Verizon and their high prices for 5 gig and went to Millenicom using the Verizon system and got 20 gig for less money.

CenturyLink. Last two customer service reps I spoke with, one was in Louisiana, the other one was in Tampa, both with nice southern accents. That's pretty American to me.
