There are two loops with 15 very spacious campsites in both loops. There's a bathhouse and laundry area for each loop. There's no way to drive to the beach from the campground. You reach it by paved sidewalks and 1/4 mile boardwalk to the beach. You could probably get to the beach in a wheelchair, in fact, I seem to recall seeing information about the availability of wheelchairs from the camp hosts there.
There are handicap sites in both loops which are fully paved. Henderson Beach is a wonderful state park located right in the heart of Destin but with the feel of being out in the country.
We spent two weeks there last year and have two more weeks reserved in early March. One of our favorite Florida state parks.

I agree with the well-maintained sidewalk and boardwalk, you could get to the edge of the beach in a wheelchair. Also, there is a day use area you could drive to and have closer access.
I also remember that the handicap sites are close to the bath houses with sidewalk access. Coin laundry there is also handy.

Florida provides fat-tire beach wheelchairs at all of their beach parks. I remember seeing them a couple of years ago.
I don't think they are electric but I think they are provided for free.
You can call the park to verify.
