We spent two weeks in Valdez and enjoyed it very much! We got some great photos from Prince William Sound and also sea otters, harbor seals, bears, and river otters eating the silver salmon near Allison Point.

We don't fish, but we found Peter Pan Processing had the best prices on halibut, salmon and King Crab legs of all the places we traveled in the Kenai Peninsula.

One day while shopping for groceries, we inquired about the high prices and was told they raise prices in the summer while the tourists are in town.

Here is a copy of the RFP (request for proposals) that the City of Valdez put out last fall. (a year ago)for the operation of the Sea Otter Cg. http://www.ci.valdez.ak.us/clerk/documents/NB5011910.pdf
The City has been trying to decide what to do with the property for several years. In 2004 or 2006 time frame, they announced that it was going to close but then re-leased it to someone to operate.
I suspect it is like any other government owned property that is being operated in competition to private enterprise. With the addition of a new campground a few years back, Bay Side, I am sure the local political pressures to close it increased, especially with the decline in tourists to the area.
The RFP would not excite me to want to put in a proposal on it. $3,000 up front for a permit, then have to maintain it (labor and materials) provide porta potties, etc. for a one year lease, extendable to two years on mutual agreement. Just not a viable business model in my opinion. I would suspect that the City didn't get any viable proposals for the operation of the Sea Otter Campground. A ten or twenty years lease and it might become workable, but not for one year at a time, unless one of the established campgrounds in town wanted to expand. But all seemed, last summer, to have room in their existing campgrounds then.

Here is the Sea Otter campground (2004), photo taken from the Bear Paw II (adult)campground. The two were on opposite sides of the channel leading into the small boat harbor. This was the last time, 2004, that we stayed at the Sea Otter. (must be getting old, as I enjoy the full hookups of the private parks now days. LOL)
