On my fiver if I remember right, there is also a small switch on the outside of the water heater that needs to be turned on before the switch inside will work.

I agree, this is the answer. The water will take at least 30 minutes to heat from a cold start after you turn the electric switch ON. And the electrc part of the water heater will be silent, so you won't know for sure that it is ON except by looking at the pilot light on the switch panel. Just another note, if you ever drain your water heater, never turn the electric switch ON until you make sure it has water back in it.

Yup on my 2010 model, I have 2 switches for the electric element. One inside that resembles a lighted wall switch and one on the outside very close to the element. Its just a a small toggle that has a cutter pin for a lock out.
I use it all the time when I am breaking camp. Its easy for me to turn off without going inside.

Yes I do recall seeing a switch on the outside in the hot water tank compartment that is a small switch with a cotter pin in it. Ok let me get all of this straight: I obviously first make sure the hotwater tank is full of water and no air in it. Then pull the pin and flip that switch and then turn on the switch inside the camper to run the hot water tank of from electric? Last sort of stupid question: How safe is running one of the camper hot water tanks off from electric? I'm sure they are pretty safe but it appears to looking at the posted picture of the element that the 120v AC goes directly to that element that is submerged in water. Anyways thanks for the help. I also won't pull that pin and switch it on until I hear back on here first. Thanks.

You got it. Safe? The water heater is UL listed. If there were safety concerns these units -- and the company that makes the, -- would have been lawyer-ed out of existence decades ago. 
I put the safety pin back in the external switch when the trailer goes into storage for the winter.

Chuck, my fat fingers are too short to get that pin back in!
We have done 6 trips and 8 campgrounds the past year and I have never used the propane to heat water. Our electric is fast, less than 30 minutes, I can usually tell in less than 10 minutes that the water is getting warm and if I go out by the tank and listen I can hear it quietly heating the water.

Same here, LOL I already lost the pin. Electric has done good for my needs. I just wish we had an electric switch on the inside of the camper.

I think everyone's fingers are too fat to reinsert the pin so I use needle nose pliers.
We lack an internal switch, however, the water heater is on a separate 110vAC circuit breaker and I use that along with the external switch.
Bottom breaker on our Roo panel.
