I have a 26' Lazy Daze Class C with a 1993 Ford 7.5 liter engine. I want to tow my 1998 Chevy Prizm. It can not be towed flat so I want to get a tow dolly. I found a hydralic surge disc brake dolly at Acme Trailer Tow Dolly. Dolly weighs 415 lbs and my car weighs 2,400 lbs {weighed at city dump}, so I will be within my tow limit according to Lazy Daze. Do I need any kind of after market anti sway to keep tow dolly from swaying?

If it will make you feel safer, install it.
I have never had a sway problem with a tow dolly. I have never heard or read of a sway problem with a tow dolly.
But, if it makes YOU feel safer, go for it!

I've pulled my Vibe on a Demco KarKaddy dolly for almost 34,000 with no sway problem. I'd suggest that you try pulling without anti sway before going to that expense. Quite often trailer sway is caused by too much weight in the rear or not enough on the tongue. That can’t happen with a loaded dolly. I’ve pulled my dolly empty once and it did sway a little but not enough to justify the expense of anti sway. I just slowed down and had no problems.

We were passed by someone towing an Empty Dolly once that was swaying from side to side so badly it appeared to be going from Ditch to Ditch! He never slowed down! I think a loaded Dolly wouldn't be a problem at Normal Highway Speeds!

I don't think you can use a typical friction anti-sway bar with surge brakes, most reach further back onto the trailer tongue than the working section of the brake actuator.
