The good news is yes, the bad news is it requires a kit installed by Ford, and it's been reported that the kit is no longer available. Check with Ford.
There should be some mention in your owners manual.

Check with Remco.com for what you need if the kit is required and Ford doesn't make it any longer you can find out about it there and maybe a aftermarket kit.

Per Ford ( https://www.fleet.ford.com/showroom/rv_trailer_towing/2003/2003_towing.pdf ), you cannot tow a Auto trans Ranger 4x4.

AFAIK, the Ranger did not have the re-programmable transfer case before the 2006 model year. You will be needing a driveshaft disconnect for a 2003 automatic.
Researched this extensively when looking for a towable Range in 2005.
