There is at least one OHV trail area in the Sam Houston forest, and dispersed camping separate from the off-road play. There is dispersed camping in the Davy Crockett and Sabine forests. Ouchita National Forest (mostly in Arkansas) is still working on their travel management policy, and allows some off-trail play.
Other than the state parks, public forests, and wilderness areas, there is very little in the way of public lands in east Texas or eastern Oklahoma. 4x4 play is pretty much limited to a few forest areas, and with demand greatly exceeding supply, you will not likely be away from the crowds.

I may need to clear up the 4X4 part. I wanted to use truck to pull trailer through light 4X4 areas to get away from the crowds.. I do this at several places along the texas gulf coast, with just a bit of sand to catch the unwary you can get a place on the beach nearly clear of other humans with a 4wheel drive.. I know there have to be some great spots on those logging roads around here somewhere ---planohog
