Henderson Beach State Park in Destin, if you can get in. Close to food and beverages (and the beach).
Ft. Pickens in Pensacola is good but it is several miles to get out of the park to the amenities of life.

I would second Mistletoe State Park.
We stayed there while visiting our son at Ft. Gordon; just west of Augusta off I-20 if that is convenient to where you are going.

We like St. Joseph Peninsula State Park a lot, but will book my November trip today to get the site that I want. Some sites can be difficult to get in to and can be close together. The Sea Breeze section is normally more spacious. I noticed yesterday that they now have pictures of the sites on the reservation site so you get a better feel for what you are reserving. This park is about 30 miles from grocery stores and restaurants, so be prepared/stocked before you go.
Another park is Henderson Beach State Park in Destin (we will go there in December). Totally opposite from St. Joe except for the beautiful water and sand. Small park and 2-3 mile beach in the heart of Destin shopping and restaurants.
Both parks are a short boardwalk from the Gulf without driving or crossing roads, e.g. you can hear the surf from your campsite.

Are you possibly asking about Cheaha State Park in Alabama?

Drove through there once, looked like hook-ups on the edge of a big boat ramp. I would think that it would be good if you have a boat, but not very good if you don't. Depends on your wants and needs.
We always stay (at least once a year) at St. Joseph Peninsula State Park on Cape San Blas. Great beach and walking, but some people have problems with the fact that it is 30 miles to the grocery store or restaurants in Port St. Joe or Appalachicola (other than the convenieence stores on the Cape).
Of course, Indian Pass Raw Bar is the only this near Indian Pass without going into town. Only time we ever went there, they were out of oysters! :? Never went back.
Beautiful area, but not the Panama City or Gulf Shores type of activities.

We go to the Florida Panhandle during Thankgiving and/or Christmas every year. To be at the beach (with water and electric hook-ups)try Ft. Pickens in Pensacola, Henderson Beach SP in Destin, Topsail SP (FHU) near Destin, or St. Joseph Peninsula SP near Port St. Joe. Only Canadians and extreme Northerners will be playing in the water though.
To be sure of warm weather for that time of year, you need to be looking south of Tampa. The panhandle can get quite cold during December.
For the State Parks, you should be making your reservation decision now for the choice spots.

St. Joseph SP has 6-7 additional paved sites in the Ocean Breeze section. Think the numbers are in the 53-60 range.

Florida provides fat-tire beach wheelchairs at all of their beach parks. I remember seeing them a couple of years ago.
I don't think they are electric but I think they are provided for free.
You can call the park to verify.

Just in case, they have opened a new KOA just off of I-20 at Exit 188 in Oxford, AL. About 60 miles east of Birmingham.
It is adjacent to Dandy RV and Camping World about 1.5 miles from the exit.
Don't know about aminities but it looks like an open area with improved sites. My guess is that it is primarily for people looking for an overnight space.

There are two private campgrounds on Ocracoke, I don't know if they close during the winter though. Teeter's and Beachcomber campgrounds.
I think there is an area of the ferry parking lot that you can pull into while waiting for the morning ferry.

Same sand; same water.
Differennce is in how you get to the beach, so it depends on what your needs/wants are.
Henderson is walking a boardwalk across the dunes to the beach.
Topsail is tram or bicycle to the beach.
Gulf State Park is drive to the parking area for the beach.
Also, whether you want to be "intown" for the shopping and restaurants or not.

You get to the south end of Hatteras by taking the Ferry from either Cedar Island or Swan Quarter to Okracoke (toll ferry and reservations are recommended) and then catching the Okracoke Ferry to Hatteras.
Ferry charges by the foot (vehicle+trailer)unless they have waived the fee; pretty high $ if I remember correctly. See NCDOT website for schedules and cost.

Although we are going to West Point Lake in October, we are going to Florida for Thanksgiving, South Carolina for Christmas, and Alabama COE for President's Day.
We were looking at West Point for some winter camping, but I don't think anything is going to be open from Thanksgiving until March.
At least the oil companies will be happy with this situation; as we drive farther to do what we love!

We go to the panhandle of Florida for a week at Thanksgiving and at Christmas almost every year (will be at Huntington Beach, SC this Christmas due to other family events) and St. Joseph Peninsula SP and/or Henderson Beach SP will not meet your temperature range.
Some days might but the majority will not.
I would guess you would have to look below a line from Tampa to St. Augustine to meet your range, but you can forget the panhandle.
Off the beach/inland areas may give you a bit higher temperatures, but I would have to listen to "she-who-must-be-obeyed" complain about not hearing the surf for the entire trip! :)
