How easy should a HWH pilot blow out?

We camped over the holiday weekend and it was pretty windy. My hot water heater kept going out but I don't know how easily the pilot should be blown out. The wind wasn't horrible, I was able to leave the awning out through it. I had it staked and tethered though. What is the method to check if you have the proper amount of flame for the pilot?
