60vac, will NOT run anything
you have power, BUT not enough power


Options, always have options, and the journey goes much smoother
....

Connected thru Verizon with HotSpot WiFi using a Samsung S4 and/or an ATT Mobely car connect hotspot

If the field current is not high enough, low voltage will result.
Don't know all what you did but maybe the field is wired wrong.
Is the field current supplied through the slip rings?
Are the slip ring brushes seated good?

Is the generator running at the correct speed?

Everything should be at it should. Slip rings cleaned and the genny is running perfect like it should. But still not enough power to go into the RV

You changed the voltage regulator. Are there settings or adjustments to be made?

Give me the P/N of the regulator. Maybe I can look it up.

Normally a voltage regulator controls the field current.

It may be running but it isn't running perfect because it is only putting out half voltage.

You need to go back into gen
Check brushes, slip rings, exciter voltage, speed and voltage regulator

Either exciter voltage is low, voltage regulator is not controlling or gen speed is low

Yes! I de-winterized and turned on the genny and it didn't work.
