What is a mopad?

Scott,
You might look for a carrier you could mount on the back of your toad.

I used one of these and secured the moped with straps. They also sell a "bike" rack for the carrier, that would make it easier to secure one of the wheels on it.

ScottS,
We've been towing and hauling things like what you're about to do for years. I built a unit called a "Joe Hauler" for the back of our motorhome. If you google that name, you might come up with some pics. I'll try and find any I have for you. It's a fairly medium duty motorcycle rack that fits into the receiver but, mine had another receiver for towing. I hauled a Yamaha TW 200 on it as well as towing our Jeep to the desert. It worked flawless. I carried a short ramp to put on the end of the rack to roll the bike onto and off the rack.
Depending on just what you're going to tow, it's been suggested you put a rack on the back of the toad instead of in between the coach and toad. Just a thought. So, let us know what you come up with.

My experience with bolt on, frame mounted, receivers is that they have a safe weight carrying limit of 500 pounds (might figure in the extra length of the carrier and the torque advantage it would have against the carry limit of the receiver, etc..). A moped and the stresses of towing a car dolly with a toad might be an area of concern as far as vertical stress on the hitch receiver mounting points. It may be that receivers on motorhomes have more carrying capacity? I know mine is welded to the frame and looks custom built with long mounting beams which supply lots of surface area to weld to the frame rails. Before I really loaded it down I might do some research on that. I have seen a custom built carrier welded to the frame with the hitch receiver on the end of that. It was capable of safely carrying a motorcycle, coolers, etc.. and pulling a toad.
According to internet sources, a moped should weigh less than 150 pounds. Maybe it's not an issue. I would want to feel comfortable before charging up a crowded interstate. If you know someone that welds making a carrier wouldn't be difficult. In fact, if your footing the bill for supplies this would be a fun project for somebody. Welding is a hoot.
