It seems like I have a blocked toilette in the TT (2010 Passport 290BH Ultra Lite).

The black water tank is empty, but, the toilette is full of water and will not flush so I have a blockage down there somewhere between the toilette and the black water tank.

Using a plunger is useless and the toilette has an air hole somewhere on the back that it "breaths" through when plunging.

Can I snake a wire or somethng down there to roto-rooter it or what to use to unblock it, can only think that there must be a ball of TP stuck in there ?

It's a direct shot from where you sit to where it hits. There is no reason for you not to be able to push something straight down and hit the bottom of the black tank. That is if you are holding the knife valve open. You won't need to snake anything. If it is full in the tank and nothing is coming out then you have a blockage in the outlet pipe of the black tank.

If that is the case you have an entirely different and undesirable problem.

Some toilets are off-set from the tank just a little with a slight turn in the downpipe, so it may not be a straight shot down. Hardware stores sell flexible rods similar to a speedometer cable for small jobs like this. The ones I've seen are about 4-6 ft long.

Be REAL careful if you use one though. The last thing you need is for the flex rod to get hung up in the downpipe.

If it's a straight shot down, awning rods are amazing multi-functional tools

You got the answers already…

a piece of 1/2 plastic pipe should work even on most of the offset ones… but push it through don’t try to pound it through… you don’t want to accidentally poke a hole in the bottom of your tank…

"awning rods are amazingly multifunctional tools" Right! We used ours to unhook a wire basket that caught on a storage lock. But I never thought to use it with the toilet!!

One of those multi-purpose sticks is what I have just in case... the one where you can screw on a broom attachment, or paint roller, etc.

I'm sure you checked this, but I'll mention it anyway.
You are sure that the black tank is empty, right?
I have had two neighbors this summer with new trailers assure me that the black tank was empty as they had pulled the handle marked "Black Tank" and liquid had come out and the tank was now empty.
In reality they had emptied the gray tank as the tank labels were mixed up. Since they had not pulled the "Gray Tank" lever, the black tank was still full.

If I'm outside the TT, looking at the dump valves, the one on the RIGHT is markked as the BLACK TANK. Does this sound correct for a Keystone Passport ?

Checking the level of the black tank using the panel inside the TT, it is on EMPTY, same for the GREY TANK.

When I look down the toilet, I can see the bottom. So that part is clear. Is the tank is offset somehow, or IS that the bottom of the tank I'm lookinmg at ?

I ran my hose into the toilet and it filled up with water almost immediatly, and is still full of water and will not flush.

According to the owners book I have a 30 gal BLACK water tank and there is no way that there is 30 gallons in there and the lights say it is empty.

I'll take it back to the dump again this afternoon, and dump both tanks and see if it drains. I'm puzzled by all of this and have only used the TT very lightly for 3 week-ends.

Blockage in the connecting pipe is common, especially in seasonal trailers… you can tell which is the black tank just by looking a the valve… the black is a three inch pipe connection and the gray is a 1 ½ inch connection…

Don't know about the valve layout on a Keystone.
If you are looking down through the open toilet flush-valve and can see bottom, that is usually the bottom of the tank, but I guess it could be offset somehow.
Don't put too much faith in the tank level indicators. They are notoriously incorrect.
