I remember reading here that after x number of days working in the state, they want you to license you cars, etc. in CA.

THIS LINK via firedude and sasha specifically asks people to report out of State license plates to the California Highway Patrol. That tells me it is a serious issue.
However, there is a big difference between "volunteering" and "accepting employment." If you have accepted employment then I think you better watch your step with that 20 day rule. If you are just volunteering then all should be fine.
For those who think it is no big deal - just wait until you try to make a sizable insurance claim. That insurance coverage you thought you had can be voided in a heartbeat.
Talk to the animals. They will talk back to you. If you don't talk to the animals, they won't talk back to you, and you will fear and when you fear animals you will destroy, and if you destroy the animals, you will destroy yourself.

Could not pay me enough to work in that clique state. Too much traffic, too much noise and one day the BIG ONE, quake, will take it out. Irover

I agree with you on the working part. However, there are many places in that state where we want to volunteer. In all those places there is utterly no traffic and little noise.

If you have no complaints about the taxes or anything else then you must not live in California. I don't have to do my homework ... I have lived it for 40+ years and it's not a pretty sight.

Personally I don't think I would take a chance. With all the budget problems that California is having, if there is a law on the books that it can use to collect more money, they will probably start to enforce it. If you can still come out ahead after doing everything legally then go for it. Just be aware what may happen if you don't.

I would guess that they have no complaints about the taxes because they fly under the radar and don't pay them.
