As Bruce said, check with NY E-ZPass. Their motorhome plan only charges you regular passenger car rates for the number of axles you have. We pay the same tolls for our Class A as we do for our RAV4 when they travel separately. When the RAV4 is in tow, we pay the passenger car rate with a two axle trailer. To make it easier, we have a tag for the MH alone, and another for when towing. The toad's tag gets tucked away in a shielded bag when in tow.

Further in the reading, the PTC requires that you keep a $1,000 buffer in your account. The personal requires $35.00 at a time. I am very comfortable with $35, not $1,000.
I am looking to use this on one big trip per year, and maybe 12+ small trips. Plus, you never know where you'll end up. My wife didn't understand why I wanted one so bad, but she never drives the coach. For us who do drive, I find the reach terrible. I am 4-5 feet off the ground. To deliver my toll, I have to unbuckle and put my torso out the window to hand over my money and get my change.

PA sounds like Mass used to be, maybe still is. About 10yrs ago I was going to sign up for FastLane, the Mass equivalent to EZpass. At that time, you had to print off a pdf form, fill it out, mail it in, pay $29/transponder, and I think they limited you to 2 on an account.
A friend of mine pointed me to New Jersey EZpass online. I went there, filled out the webform, and 2 days later I had 4 transponders in my mailbox. Only charged $29 if you lose one.
A few years after that, I called them and explained I had bought a 1ton dually pickup and a fifthwheel camper, and that sometimes the truck was towing the camper, other times not. The service rep told me to put any one of my transponders in the truck and forget about it. The sensors at the tollbooth would monitor my vehicle and I would be charged the correct amount. No special transponder required.
Funny how some states make it SOOOO hard, when it just doesn't have to be. 
O/T, but I recently read an article wondering why Mass doesn't get the revenue that other states, notably NH, from their vanity plate program. Not once in the article did it mention that Mass doesn't allow a mix of letters and numbers, like everyone else does...i.e. you can ONLY use letters. Talk about a DUH. But even the author didn't get that point.

I signed up with Mass a few months ago. It took a phone call to get it right, but there was NO charge for 2 Fastlane transponders, one for the RV and one for the toad. Good in all EZPass locations. Piece of cake. I too hide the toad unit in the protective bag when towing, their system picks up the toad off the RV transponder. Otherwise, you will be double billed.

Since I didn't know which of the four, if any, were accurate, I just decided that I will stop and pay the toll, and I still do the same thing in the MH, even though it is a PIA.
