I have a F-350 dually with a 4k camper. I use the Happijac tie down system that includes the rear attachments to the rear bumper. 200k miles with the camper and the rear attachments and the bumper are still there.

Being a full timer, I'm on a monthly contract with Verizon for cell service and Internet. But they, along with other carriers, have a pay-as-you-go plan, albeit relatively expensive. You can read about it here. I mention Verizon simply because I've found that they offer me the most comprehensive service in the areas I travel. Or you might google Millicom. They offer 3G service using Verizon or Sprint, I believe.
Do you mean Millenicom?

If you like Federal/State/ City & County parks, you can use this website to locate those in the area of interest and make a call. I've found city and county campgrounds in other areas I've traveled that were either first come, first served or weren't full over the busy holidays. Good luck.

Enjoying a month's stay at Hagan Stone, a county park in Pleasant Garden, NC. Enjoyed the VW rally with nearly 100 classic Westfailia campers and conversion buses a couple of weeks ago. That took me back a few years to my first camping trip in a '53 VW bus. This weekend, a Blue Grass festival is scheduled. Should be fun. Then in June, it's down to Florida's "forgotten coast" for real fresh seafood, a slower pace and a couple of birthdays in Tallahassee.:B Drive safe.

While I can't answer your question directly, I can say that every COE park I've been in, east of the Mississippi, has honored the "geezer" pass. I'm sure there are some Federal parks that are run by concessionaires who don't honor the pass. I just haven't run across one yet. However, I do check each park on-line for availability. Plus, I call the day before arrival and speak to someone at the park and recheck availability, particularly during the camping season. I never make reservations. I'm simply a walk-up.

I have a 99 1/2 2WD 7.3 CC dually with 245k miles and don't have any desire to part with it. It's been a gem. Yep... I had the transmission rebuilt better and stronger at 150k miles. The cruise control and camshaft position sensor were handled under recall. I still carry an extra CPS and fuel filter in the glove box, just in case.
We both are looking a little long in the tooth. But she handles my needs without all the emission control devices and gives me decent mpg. LOL... it's one of the few things I'd do exactly the same if I had to do it all over again.:B

Here's the musings of an old guy with 6 years of extended travel (180-200 nights/yr) and 2 years and counting (1 yr to retirement) of f/t in a truck/camper combo. Also consider, while I'm retiring after 33 years in professional sales/management, these thoughts are influenced by a 4 yr degree in criminology and 10 years of LEO experience.
Using your 4k payload number, the dry weight of the camper @ 3700#s is within the truck's capacity. Add-ons including, A/C, awnings, generator, batteries, ... you're there and maybe a tad over before discussing a TV, tool box, grill with 1 lb. propane bottles, hoses, extension cords, adapters, a couple of bag chairs, a few small appliances, dishes with pots and pans, silverware, various cooking utensils, sheets, comforter, towels and wash rags, 8-10 days of clothing, groceries, paper towels, TP, tooth picks and we haven't even considered fluids... 35 gals. FW @ 8.34 lb. per gal., don't forget the water heater, plus propane. One gets the picture that an additional 600-800 lbs isn't unreasonable for a modicum of comfort.
The mods you mentioned will enhance the handling of the combo. But, it doesn't increase the GVWR of the truck. And this is where I become concerned. While I'm unaware of any laws in this country that specifically address weight for non-commercial use, in our litigious society, it could be used in civil litigation where the preponderance of evidence is less. Therefore, I would either stay within the GVWR or carry a huge policy while hoping the underwriters were asleep at the wheel. JMO... no more and no less.

City water usually has enough chlorine to remain pretty safe for a month. Well water, not so. Either way, I'd drain and fill with fresh. I'd sanitize if using well water. That's been my general rule with extended travel and full timing and so far, so good. I drink from the FW tap.

Try one of these campgrounds and see if they'll fit. Note the "Legend" below the map. Drag the Google map to your area of interest and zoom in. The campgrounds show up like a pin map. The column on the right lists the campgrounds showing in the map area and clicking on a particular park will lead to a website for additional information. Fishing, swimming, hiking, and exploring are a good change for the kids.

IIRC, the GVWR on the 99-02 F-350 dually is 11,200 lbs. At least, that's on my door sticker. With a 2WD CC 7.3, I haul a Lance 1121 with A/C, an on-board Genercrap LP genny and 2 Grp. 27 batteries. I have E rated tires, Rancho's and Ride Rite airbags. Topped off and ready to roll (full time mind you and yeah... I count toothpicks), I weigh 11,300# which I'm reasonably uncomfortable with for approximately 160 miles or I can travel with 1/2 tank of FW. Still... it ain't no sports car.
On the assumption the numbers reported by the OP are correct (Lance 980 approximately 3200#'s dry?)... with 200,000+ miles in a dually/1121 combo, I have absolutely no desire to drive a top heavy 1900# overloaded 4 wheeler down the road, much less meet one. With a LEO background and B.S. in criminology, the civil liability alone is enough to keep me pretty honest in such matters. However, to each their own.:)

I've been with Verizon for years. While the 4G MiFi card that I now have is equipped, I couldn't find a new dumb phone with an external antenna port. So, I'm waiting, like many, for the Wilson 4G Sleek which they claim will be out in June. Should be a good boost for both products.

Here's a great site to search for the campgrounds you are looking for. First, take note of the "legend" at the bottom of the map. Drag the Google map to the area of interest and zoom in. The federal/state/city & county parks will show up like a pin map. The column to the right will list the parks showing on the map. Clicking on a particular park in the column will lead you to a webpage for further information. It's about all I use today besides Passport America while in transit.

As a full timer, I tap into the CG's hose bib, but use the on-board F/W tank often during transit. The chlorine in city water is good for about a month and should be recycled within that period of time. I also use a faucet filter for added filtering and consistent taste in drinking water. I sanitize about four times a year to be on the safe side. After all, it's still just a holding tank. Two months between trips? To be safe, I'd sanitize if planning to use the tank for drinking water.
Sanitizing once a year is probably overkill anyway....When was the last time anyone sanitized the pipes in their house?
Might want to put a little more thought into that before drinking from the RV F/W holding tank.
I don't use chemicals in the gray or black tanks, just water. And I never let the black tank dry out. There's always a few gallons replaced after emptying. Wouldn't be a serious problem if it froze and I don't need to start a pyramid.
